Personally I'm inclined to agree that this is the best possible title, and that it is not presumptious for the reasons you gave, i.e. it refers in its widest scope to all the enemies of Mordor, and it is in this sense and not in reference to the Nine Walkers that it should be, and is, interpreted. Any other title (that _I_ can think of, anyway) is not so objective, or is too unwieldy.
